Scotland County, Missouri, is just southeast of Davis County. The courthouse, built in 1877, has a tower with the Goddess of Justice on top. Iowa Gov. Beryl F. Carroll (#20) was born in Davis County, and Gov. George W. Clarke (#21) grew up there. Bloomfield native Bertha Raffeto wrote "Home Means Nevada," which became the state song in 1933.
